Silence is golden after victory over
noisy neighbour Neighbours in Bournemouth can breathe a sigh of relief this week after Twynham Housing Association went to court to ban a noisy resident from making her neighbours life a misery. Bournemouth County Court heard how complaints about Julie Bowers, of Crescent Grange, came flooding in as soon as she moved in to her flat a year ago. Despite repeated warnings, Miss Bowers used threatening behaviour, plus shouting and banging, also caused by visitors to the property. Twynham enlisted the help of local antisocial behaviour specialists SHAARP to bring the case to court, and secured the Anti Social Behaviour Injunction (ASBI) at the court hearing in May. Twynham Resident Services Manager Winston Nelson said: “Our tough approach to cases like these means residents can have confidence that we’ll get the result they want. Of course, we can’t do much without evidence, but by working with the neighbours, we had sufficient proof to secure this important order.” District Judge Paul Mildred ordered the ASBI which remains in force till April 2009 and stipulates Miss Bowers must not use or threaten violence to any person in the neighbourhood of Crescent Grange or engage in conduct that causes a nuisance. SHAARP Antisocial Behaviour Officer, Claire Mailey added: “The anti-social behaviour at the property in Crescent Road included a minority of tenants and their visitors causing excessive noise. A fellow resident complained of daily shouting, banging, hammering and stamping on the floor.” She continued: “We have worked hard with Twynham Housing Association and are delighted that there is now a positive resolution for all concerned.” The ASBI against Miss Bowers is the second issued in Crescent Grange in two months, after a similar order was granted against another nuisance visitor. Twynham received complaints against Richard Moxham, a regular visitor to Miss Bowers’ flat, and at an earlier hearing on March 8 2007, the court banned Mr Moxham from approaching the neighbours who provided evidence, and from causing a nuisance when visiting Crescent Grange. SHAARP was set up two years ago and has worked successfully in partnership with police, social services and registered social landlords to tackle ASB across Hampshire, Dorset and West Sussex. Its members include: A2 Winchester, Atlantic Housing Ltd, Home Havant, Hyde Housing Association, Kingfisher Housing Association, Knightstone Housing Association, Martlet Homes Ltd, Portsmouth Housing Association, Raglan Housing Association, Swaythling Housing Society, Twynham Housing Association and Western Challenge Housing Association.
