Devonport Development Team – A New Approach to Affordable Housing in Devonport

Following office improvement work, partly funded by Devonport Regeneration Community Partnership (DRCP), the new team tasked to improve the delivery of new housing in Devonport is in place at George Street

Who are they and what do they do?

The Devonport Development Team brings together the former Urban Village Team members, part of the Council’s Housing Service, with colleagues from Devon and Cornwall Housing Association (DCHA) and Sovereign Housing Association to provide a one-stop service for future affordable housing in Devonport.

Joining Plymouth City Council’s Mike Nally, Tracey Wheaton and Phil Burgoyne will be Matt Ward and Jackie Blight from DCHA, together with Wendy Hart from Sovereign HA. Together, their organisations will be responsible for the redevelopment of the PCC redevelopment blocks, such as Ker St, Mount St and Granby Green, and working with Redrow Homes and Mount Wise Ltd to produce new affordable housing at Vision and Mount Wise.

Council Blocks in new Arrangement

The Council have now entered into a legal agreement to transfer the ten blocks of housing to be redeveloped, starting with the ‘Bullring’, to DCHA, after each has become vacant, over the next 6 – 7 years. DCHA are working with the same award-winning team – developer Midas Homes and architects Lacey Hickie Caley – that produced the Gun Wharf redevelopment.

Affordable Housing at Vision…

Both DCHA and Sovereign are involved in building new affordable housing in the former Storage Yard. Sovereign HA are producing 55 units of social housing for rent across the whole development of 462 houses and flats. DCHA are responsible for building a 42 bed Extra Care Scheme for older people in Devonport and 18 houses and flats for shared ownership– where a part of the property is bought and rent is paid on the remainder.

… and at Mount Wise

Sovereign HA will be provider of both social rented and shared-ownership housing at the Mount Wise development which will add to their site in progress at King William Heights. Mount Wise will also provide a mix of social rented and shared ownership but the numbers are not yet agreed at this stage of the planning process.
